dc.description.abstract	A descriptive approach of benchmarking to the stability of regional models of the quality of life of people with special health needs based on the strategy of preserving human capital is revealed. The authors offer an analysis of the integration of formal and informal technologies of inclusive education for the development of regions in the direction of support and socialization of people with special needs. Attention is drawn to assessing the quality of regional public spaces for people with special educational needs and maintaining primary motivation for University-based socialization as an element of cluster support for children and adults in developing regions.	ru_RU
