dc.description.abstract	In economics, as well as in any science, the modeling verbal, graphic and mathematical – is of inestimable importance. There exist various procedures for evaluation of joint social welfare: the use of standard evaluation methodology by means of national accounts and its modification, as well as measurement using composite indicators. Over a considerable time period the GDP has occupied the leading position as a social welfare evaluation indicator. However, it currently becomes obvious that the natural and the human capital will constitute the basis for the new structure. Despite the fact that the global economy changes are forming the new economic structure, the growth of social welfare still remains the main task of every economy. Thus the conceptual difference is that the capital strengthening and growth of public welfare shall go on in connection with stability retention and natural systems' quality maintenance.	ru_RU
