    Аннотация Russia and China are on the way to transforming research systems, which is reflected in the concretisation of the education sphere, research and business in knowledge and economy suitable for the innovations. China and Russia are the largest former communist countries based on the Academies of Science and research institutes (universities). China's success in science, research and innovation, first of all, is associated with the integration of educational trajectories with the immediate modernisation of higher professional education. The globalisation of cooperation between the government and the members of the Chinese academic community is a direct and essential aspect of the higher education modernisation. The transformation of traditional universities into internationally competitive research universities that cooperate with business is an essential institutional change in Russia and China. The advantage of such universities is the number of (foreign) students, the graduate students and progressive scientific staff, which stimulates the permanence and practicality of research projects. The complex interaction of business, government and higher education with innovative products was codified in the Triple Helix model (triple helix). China and Russia took a direct part in the development of the «triple helix», focusing on the state's potential in facilitating the creative process. The model of the «triple helix» is a conjuncture. It proceeds from the practice of the most successful existing innovation systems, and the inclusion of three interchangeable aspects - the university, business and the state. In this article, the comparative experience compares the experience of implementing the «triple helix» in China and Russia.
