Undertaken within the framework of the Bolshevik project of the «cultural revolution«, the school reform made it possible to lay the foundation of the system that for many years determined the educational standards of the Soviet school that met the most stringent criteria for mass education in the twentieth century. The absolute modernization of education, which is one of the most pressing national tasks, is inconceivable without a clear assessment of all the transformations that took place in the first years of Soviet power. The educational system was decisively reformed in accordance with the ideological doctrine of the Bolshevik regime, as a result of which the basic organizational and ideological principles of the school system functioning were laid. The foundation in 1920 of the Tatar Republic, which had a state-administrative status, predetermined the originality of the school reform implementation in the republic. The traditional education system that had been forming for centuries in the region was eliminated, its place was taken by a unified state school, within which amateur activity in choosing the means and methods of pedagogical influence was very limited. At the same time, the total nature of the reform forced to involve pedagogical staff of the pre-revolutionary formation in this work. Only in the 1930s, the TASSR school system was able to ensure the reproduction of a new generation of teachers, and even then to an insufficient extent.
