    Annotation International cooperation is important in global issues that require solutions through the unification of efforts of various countries, in terms of technology exchange, convergence of interests, assessment and minimization of risks of interaction of each of the parties. Rare earth reserves are vital in various fields – petrochemistry, energy, medicine, in the defense industry and, of course, are a reason for increasing interaction between countries. Irreplaceable resources can also become a regulatory economic lever for some codependent states. In order to ensure innovative growth of both an individual country and international technological development, the exchange of knowledge and experience in the extraction and processing of rare earth minerals is undoubtedly necessary. The solution of such global issues requires the development of a unified regulatory framework for all parties, where the availability of technology, practical experience plays a key role in the creation of new advanced developments. The implementation of these tasks can be implemented through the creation of a digital portal of rare earth resources at the level of government agencies of all world and regional powers. In addition, this aspect requires mutual responsibility for the implementation of agreements, which also requires careful and comprehensive development. A well-established system of internal control over operations for the extraction and processing of rare earth reserves can become an effective tool for compliance with all necessary requirements both on the part of the state and within the management system of each mining company.
