Annotation

The problems of efficiency growth of state run public authorities and governmental authorities are considered in the article. 22 Professionalism of civil servants is the focus of the authors. Based on an analysis of the current practice of public 23 administration they come to the conclusion that the human resource ?knowledge and skills of management activity parties ? is 24 in the basis of its performance. The experience of using the competency approach in civil service in the Republic of Tatarstan is 25 summarized in the article.
